It is Uber-like app called the French Quarter Task Force that enables anyone to text the incident in real-time to the nearest Task Force police officer with response times reported to be around 2 minutes.
The French Quarter Task Force Officers exclusively police the French Quarter neighborhood while riding around in Polaris all-terrain vehicles and Smart Cars equipped with an iPad that are connected to the app at all times.
Sidney Torres created app and started out paying off-duty police to fill position in his privatized task force but now is getting financial help with funding. So far the app has helped cut personal crime by 40% in 2015 reports Associated Press.
